GTA Skins & Models

Instructions on how to use these skins, you will need a program to extract ZIP/RAR files:
1-  Download/Save the appropriate  ZIP file and extract it into your SKINS directory.
2-  The SKINS directory is located under the installed directory for GTA3.
If you installed GTA3 to C:\GAMES\GTA3, your directory would look like this:
Example:  C:\GAMES\GTA3\SKINS
3-  You can now select the newly downloaded skin from the Player Setup in GTA3.
If the skin does not show up, make sure you've put it in the skins directory, and make sure it has a BMP extension.

Here are utilities for creating your own car skins (File 1) (File 2).
Do not ask me how the car skins or programs work I don't know and can't help you.
